I haven't looked at the stats but I feel like Lulay in that Don Bailey offense tossed it around the yard a lot after Ryan Johnson graduated.
 
It's getting harder to find older stats online now, which is frustrating.
As far as I can tell, Lulay never went over 60%, his career finished at 57.0%. According to the MSU record books he's not in the top 10 season for completion percentage.

5. 62.8% Prukop 2015
6. 62.7% McGhee 2010

Every season McGhee had was top 10 all time in completion %. 
Lamson is on pace to shatter that record.
And to your question Vim, yes Lulay slung it around a lot. 490 attempts in 2004, 406 in 2003 and 388 in 2005, good for 2nd, 4th, and 5th all time. In fact he's thrown more passes than anyone else in MSU history, surprisingly 171 more times than McGhee despite throwing for 457 more yards and 21 more TD passes.
*Big caveat, the latest MSU record book available on the website is 2023 so it doesn't have last year on it. Mellot finished at 67.8%, I went ahead and put that at #1.
