I think they want to weed out the programs who really have no business looking at FBS, but not make it so high that serious programs that are already operating like a FBS-lite can't afford it.
Leon said the scholarship requirements (need 210 across all sports) and $5 million fee are certainly obstacles but the biggest hurdle to him is the overall operating budget, which we've discussed at length on this site. Take that how you will, but I read it as they could come up with the application fee if necessary.

Indoor and outdoor track (both men and women) count as separate sports, otherwise we wouldn’t be at the 14 minimum we need for Division 1. Right now we are at 15 and would only need to add one more to reach 16 for FBS.

I would assume the new conference would help pay or even shoulder that’s 5 million fee.

Correct. I forgot about indoor. We'd have to do 17 total with 2 more womens sports to get 21 more scholarships.

The last person in wants to build the biggest fence... so, you're not wrong.
More to the point - this is still a proposal and not set in stone. Nonetheless, the FBS may be seeing teams like SHSU and their abysmal fan numbers and dirt berm stadium as a wake up call to the level of programs trying to move up and prevent further scrubs. MSU would not be among those.
griz fans; keeping it classy and gracious in winning since ... well, never.

More on relegation and promotion from Boise State. Still sounds interesting to me. They talk about 24 teams and three conferences but don’t name schools. Sport’s other than football would play in regional conferences to minimize travel. Worth a read.

Look how amazing the move up to FBS has been for Sam Houston State….sure there are teams that have done well, but there are a lot that really struggle.

I'll see you SHSU and raise you JMU, who is 5-0 and doing so well that the AG of the State of Virginia is putting pressure on the NCAA to let them be bowl eligible (they aren't due to the 2 year ban after moving up). They also received 3 votes in the top 25.
I mean if you think we are closer to SHSU than we are to JMU...

Awesome. 5-0 and they keep it up and they will get to play in the Chester Fried Chicken and Potato Salad Bowl. So amazing. That’s would be so cool to spend thousands of dollars in season tickets and traveling just to watch that. No thanks. I will pass

So true. Hen picking teams that had zero following or fan support before they went FBS. Had really no business going FBS. Ignoring App State, Georgia Southern, Coastal Carolina, JMU, Boise State. These are the guys that show up at the YMCA to flex on 6th graders in a pickup BBall game.

I think you really have to factor in the economic impact a higher profile sports program can have in enrollment. The Flutie Effect saw Boston College enrollment surge after Flutie threw his miracle pass. I think moving up to a G5 conference will have a similar effect and provide national exposure and more enrollment.
