I would keep it simple. If you are academically eligible. You can transfer anywhere without any stipulations. If you are academically ineligible then you can transfer anywhere but have to sit a year.

While we are at it let's get rid of the five years to play four rule. Open it up and let the free market run. Play as many years as you're willing to go to school for.
