Why is it that a team like NDSU is in "Transition" when moving up to 1AA and not able to qualify for the playoffs? I would think that any team taking a step up and able to put together a year solid enough to be considered for the playoffs should be in...seems like a dumb rule.

Every team moving up to I-AA goes thru it. NCAA rule (not to say that that makes it right).

That rule keeps DII teams from making a quick decision to move up cause they know they have to go through that no playoff phase. Good rule.

Plus, there are different rules regarding eligibility in DII than DI. The NCAA wants to make sure the teams moving up are compliant and that they have had to live by those rules for x number of years.

I was thinking the same thing, but I could see the discussion going the other way, too. The head-to-head win cuts in favor of MSU, but PSU has the advantage of having had a much tougher schedule than MSU had (three I-A games). It just depends on which things the committee wants to assign the most weight to this year...

It makes for quite the discussion: Who you beat vs. who beat you. MSU has beaten better teams, but lost to worse teams. The opposite is true for PSU with the exception of New Mexico, which will probably finish 6-6 in the WAC. They lost to better teams and beat worse teams.

In the end you have to go back to head-to-head. MSU won decidedly and PSU didn't even come close to scoring. If it weren't for that I might go with PSU.
