it seems strange that south dakota with a population of about 600 can have 2 women's basketball teams that are twice as good as either of montana's big schools

Based on their locations in far eastern South Dakota, geographic proximity to the major population centers of the upper Midwest definitely plays a role. Both USD and SDSU are loaded with players from Minnesota and the surrounding states, which is an area MSU has also had significant but more limited success with. It's still sad that MSU's best women's team ever (or at least the best team since 1994) never got a chance to finish out its season and see how they could do in the NCAA Tournament.

In what way are they twice as good? Or is that just hyperbole?

South Dakota State Women just won the WNIT championship by defeating Seton Hall by 32 points Saturday night. That victory combined with the USD women advancing to Sweet 16 in NCAA….helluva year for both WBB programs.
