just heard from a great source that Kramer is taking the job at Idaho, press confrence today. ( his duaghter )

I am sure that they have a "hiring process" that they must follow, and in that process they need 2-3 finalists. Any institution that receives federal funds must follow the federal laws relative posting, interviewing and the hiring process; that said, many the time I've hired a teacher and offered a teacher or coach a position prior to the expiration of the time limit. In fact, the board meeting was little more than a rubber stamp. If he's been offered and accepted, it's been upheld several times this is a valid contract and all the better if a piece of paper was involved. Does that mean Spear won't waste the time of whoever else he's been told to interview? As we both know by MT state law - only the Board of Trustees can can hire and fire a teacher/coach. While agree with you often times it is merely a rubber stamp.
With that said, the hiring within a University is delegated down contingent upon approval of the Regents, much like in K-12.
I would argue federal funds has nothing to do with the process with the exception of EEO hiring practices, nothing to do with the posting of the position. That is a debate for another time.
