Improving D-I Basketball

IMO D-I basketball (and maybe basketball in general) would be a lot more fun to watch if they would call a lot less fouls (like half as many). Take the "let them play" approach. It is not much fun watching foul shots and it slows the game down. Is there any chance they will change the rules or the officiating to reduce the number of fouls in a game?
Three ideas:
1. If the ball is blocked never call a foul even if bodies collide.
2. If an offensive player leans into the shot even a little then no foul is called becaue the offensive player initiated the contact. This one alone is responsible for about ten fouls per game.
3. Take a football approach: let the smaller stuff go and just call the fouls that impact the game (BSC officials excluded).
