I'm pretty dumb about this but is it common to recruit specifically for this position, and have it be the ONLY thing he does on the team? I would assume some of these long snappers might get in on other ST as well?
Believe it or not, long snapping is pretty difficult (ask Weber).

Usually they’re position specific, although fairly decent athletes. Johnson is listed at 6’2 210 and starts at LB for his HS, so he has some tackling skills, which is pretty important.
We've been pretty lucky to have some good ones who are actually good football players outside of being great long snappers. Ken Amato, of course, had a long career in the NFL and played some LB and ST for the Titans. Donny Tudahl was a really solid long snapper for a few years in the early 2010's. I'm sure I'm missing some, but that's what you want. Ideally you never hear their names mentioned unless they're making a tackle or recovering a fumble...or of course making a mistake.

Is long snapper important enough and scoutable enough at the high school level to warrant a scholarship for an out of state recruit?

Tommy Sullivan was a walk-on and didn't earn a scholly until his second year.

The fact that we've now had two "Booms" from Coach Vigen but three announced commitments since Gold Rush suggests that maybe this player will be coming as a walk-on. I don't believe that walk-on commitments get the "Boom" treatment although they're obviously free to announce themselves if they want.

Important enough, yes. Bad snaps lead to safeties on punts and take points off the board on placements. 1-3 points one time isn't a lot but it can add up quickly.

Scoutable enough, not sure.

A lot of people just think it’s the kicker or punter when something goes wrong but the snapper and holder are critical and the blocking is too.

The long snapper is also one of the first guys down to cover the returner since the defense isn't allowed to line up over him. So he needs the skill to snap accurately, needs to be able to run well, and needs to understand leverage and be able to tackle well.
