I saw this conversation on AGS. I thought it was an interesting read:

Yes, I know for sure. There are only four seeds this year. All bids are due 11/11, before SELECTION SUNDAY on 11/20 so every potential team needs to bid. Seeded teams automatically get the home game (if the minimum financial guarantees are met) until they lose in the playoffs or they decline to host. When determining host institutions for playoff games when both teams are unseeded, criteria shall apply as follows: (1) quality of facility, (2) revenue potential plus estimated net receipts, (3) attendance history and potential, (4) team’s performance (i.e., conference place finish, head-to-head results and number of Division I opponents), and (5) student-athlete well-being (e.g., travel, missed class time).

It's a bit odd that team's performance is the fourth criteria used to decide home games for unseeded teams.

Basically, the criteria mean that Montana, McNeese, and Delaware get home games against unseeded teams, since no program in I-AA can come close to them in terms of quality of facilities / money / attendance. At least it comes from a codified rule.

A necessary evil, no doubt, but still pure horsepucky imho.

Just another reason we need to put in that Horseshoe on the end and boost it up to 17-19,000 with boxes etc. That will go a long way in pushing this program into the BIG TIME in I-AA. You can say we don't need those extra seats now, but we will with the way the program is growing and the way the Gallatin Valley is growing.
