Will bowl games be opened up to other conferences champions?

With the success of Boise St this year and Utah in 2004. Does anyone think that maybe the WAC or MWAC champions will be allowed to play in the biased Bowl system? I think the MWAC has a better chance of ever seeing that happen before the WAC, even though Hawaii also had a good year. BYU dismantled Oregon in their bowl game.

Since there are now four at-large bids, I would be extremely surprised if there isn't at least one non-BCS school selected for a BCS bowl every year.

There's one major rule change which almost makes this a sure thing:
The highest ranked champion of a non-BCS conference will receive an automatic berth if it is ranked in the top twelve, or ranked in the top sixteen and higher than another BCS Conference champion.
So, there probably won't be an autobid for a conference outside the BCS, but a team will be chosen every year. TCU would have gone in '05, Utah went in '04, and Miami (OH) would have had a great case in '03.
