I'm looking at WSU. They were 2-10 in Hill's first year and jumped to 6-5 last year with a win at UM and 4-1 home record. Two of their losses were to NDSU and Oregon State. One bad loss to SUU, 44-0. I really like what I hear about head coach Jay Hill.

So many to pick from.
What will EWU do on defense? Will UM's offense improve/defense decline? Are SUU and PSU here to stay? Is UND, like WSU, on the rise? Will ISU bounce back? Cal Poly, NAU? The only teams I don't think have a realistic shot are Davis, Sacramento, and UNC.
It's crazy, and fun, how this conference has gone from UM-only to just about anyone's guess. If you had told me after the 2009 season that UM wouldn't win another league title over the next six season, I would've laughed at you.

I do think you're right about Hill at WSU -- he's highly regarded here in Utah and has built a good staff, adding two more quality coaches this month. Looks like a good recruiting class with 10 returning missionaries this year, most from Utah. There is talent in Utah both at HS and JC level and Hill does well grabbing guys who don't get offered by BYU or don't get the starting nod from Utah State/BYU. Utah has focused more on west coast and national recruiting now since joining the Pac12. This will be the year for Jay Hill -- make or break, IMO.
UND - there is a lot of excitement building with money flowing into the university, I think this spring will be there first year with the new indoor practice facility also. Program to watch. Santiago as the example.
PSU and SUU -- I only see a falling off for these two teams next season. Gut feel.

Weber is a good choice, as is UND.
Heck UC Davis is supposedly grabbing a very nice recruiting class.
PSU is intriguing in the fact that I wonder if they case sustain their success? Will Barneyball sustain itself now that the element of surprise is gone, he is actually dealing with being a HC through all of the non-fun stuff (offseason)? I've always felt PSU had a lot of talent but no coach could ever get them to play as a team, but if Barnum is finally that guy, watch out.
UM should be good, I was impressed with Stitt in his first year, and he is only moving towards making UM his program. Considering their rotating QB carousel this year they did pretty darn good.
EWU should be back, Baldwin is just too good of a coach.
If I was an outsider, I'd be talking about MSU - traditionally strong, had a bed year, new coach, Prukop is gone, easy to write us off but we were very young last year.

College football can have some pretty big swings. At the start of the season, I'm not sure anyone (even their own fans) thought PSU or SUU would even hit .500, let alone make the playoffs. I would expect SUU to fall off considering that they lose 3 legitimate pro prospects, including a likely 2nd-3rd rounder. I think PSU caught lightning in a bottle. I sort of see them like ISU in 2014. Every year I think that UM has lost too much talent, they prove me wrong. Maybe UND can pull off another 7 win season, WSU could get to 7. NAU has the best QB and 2nd best receiver in the conference, so if they can avoid a late season collapse, I could see them being legit...Cats should win every game by a 73 point margin, just cause...EWU will probably keep winning...

WSU was a good BSC team, years ago, and probably have the best chance of a rebound. Apparently, their program, has been treated much like Stewart Stadium, allowed to crumble. Ugh! Hill should get them back on track.

I say we treat it like soccer. Put the best 7 in one conference with 1 or 2 worst moving to the other conference and the 1 or 2 best moving to the Big Sky. Whatever tv money they get the top conference splits 2/3 and the bottom conference splitting 1/3.
