but nobody is around to watch it, does it really matter?

There must have been a bunch of tickets that were paid for by the schools, or the sponsor, or whoever, that went unused, because the other side would've had to be completely full, for there to be 18,000 actual "butts in the seats". What's the capacity of that stadium these days...maybe 35,000? The last time I went to a game there, I believe it was approximately 30,000, but I know they've expanded it since then.
