Clearly you all have never heard of Cookiegate at MSU...
In 2002 MSU self-reported that football players were given cookies, made by a player's mother, during an early morning meeting. MSU self reported and each player had to bring in $.50 to pay off their cookies.

I think schools perceive themselves to be better off with the NCAA if they report anything they can, in order to avoid the NCAA suspicions if they don't report ANYTHING.
