So what exactly does that mean? Does this stop them from playing in the UFL if they were to so choose?

I think it just means these teams have their NFL rights. Essentially they are no longer free agents but they also don't have roster contracts.

Their contract and spot counts toward the 90 man roster at the start of training camp. The contract is also a "standard" NFL contract, NOT A PRACTICE SQUAD CONTRACT. They are most likely for the minimum. But they have a contract in hand and a roster spot come training camp. No NFL players get paid during the off-season unless their contract includes bonus payments negotiated to fall on certain dates. Generally a player is paid his salary in 1/18 increments during each week of the regular season, and fixed amounts for each playoff round for the teams who advance.
