its still early and nothing is official yet, but... would you rather have the cats or griz WR recruits (verbals):
Dalton Daum and Holden Ryan- both 2 star recruits I believe, obviously two of the most talented in state recruits this year, both very athletic with a ton of upside.
or
Cam Sutton and Keon Stephens- both 3 star recruits, both extremely talented/athletic, could push for playing time immediately.
I would say on paper anyway that Sutton/Stephens are more talented (which could be debated), but obviously getting big in-state recruits is always a big win.......... makes for an interesting debate.

Montana kids rarely make recruiting ranking sites due to the lack of exposure. Daum and Ryan would both definitely make lists if they lived in a different state. For example, Sims is the only Montana player with a ranking on any site.

You wonder when kids flip at the last second, does that mean the schools will sit on that money or will they offer it to an instate kid instead. I worry that some of our preferred walk ons could be offered $ at the last second by UM and we lose them.

I'm assuming you are worried about Ferriter but the Griz are still getting commits from other kids out of state. Personally, I think the Ferriter thing is a smoke and mirrors issue. Also, lets say we get Sims and Griz in turn offer Ferriter a scholarship, who would you rather have? After watching his tape and getting opinions from people who have seen him play, Ferriter has a long way to go before he becomes a contributor and he is very deserving of a preferred walk-on or maybe a partial...but not a full FCS scholarship. Allcat is spot on with this. Teams have a board, similar to an NFL draft board, and they have players ranked. Scholarships are offered accordingly and you just go down the list if someone decommits or doesn't accept the offer. Schools can't afford to sit on scholarships or else you get burned when you don't get the commits. Process of elimination with a next-man up mentality. However, in-state recruiting is a different animal and if the Griz have scholarship money left over, they may go after a Montana kid late like Epperly from Glacier last year.
